Honolulu Rail Project – Concern Arises As Belgian and Dutch Train Operators Cancel Contract with Ansaldo

Over the last two weeks, two train operators, one in Belgium and one in Netherlands, have both canceled contracts for new trains with Ansaldo, the same parent company that is providing rail cars for the Honolulu Rail Project. According to an international news agency, some of the reasons for canceling the contracts included safety and reliability concerns by the cities buying the train cars from Ansaldo. Specifically, the operators stated that the doors came loose, parts fell off due to ice, warning horns were blocked with snow, and the brakes were unsuitable for high speeds.
Ansaldo Honolulu is currently under $1.4 billion contract to design, build, operate and maintain the Honolulu Rail System. The company will also produce a total of 40 two-car trains for the Honolulu Authority for Rapid Transportation. Chief Executive Officer for HART, Dan Grabauskas, will be traveling to Belgium to get a first hand understanding of what is transpiring.

Honolulu Residents Given Opportunity To Discuss Sidewalk Nuisance Ordinance

On April 19, Honolulu Mayor Kirk Caldwell signed into law an ordinance, which allows city workers to remove, without notice, tents and other objects deemed to be a “sidewalk nuisances”. A sidewalk nuisance is defined as any object or collection of objects “constructed, erected, installed, maintained, kept, or operated on or over any sidewalk, including but not limited to structures, stalls, stands, tents, furniture and containers, and any of their contents or attachments.” The city will have to hold the items for 30 days in storage. Owners of the items would have to show proof of identity and pay the city a $200 “removal, storage and handling” fee. Opponents of the law feel that the city government is unfairly targeting homeless.
The public is being given an opportunity to voice their support or protests for this new law at a hearing to be held in Kapolei or through written testimony to the city’s Department of Facility Maintenance. Written testimony will be taken until June 12. The city is expected to begin enforcing the law shortly after that.

Oahu Hotels Ranks Highest in World Ranking for Island and Sun Destinations

According to a report issued by Hospitality Advisors LLC, Oahu filled more hotel rooms than any of its competitors in the world for Hospitality Advisors’ island and sun destination category. Oahu had an 86.2 percent occupancy rate in 2012, which was higher even than Phuket, Thailand, which had a 86.1 percent occupancy rate. Maui was third in the world with 80.2 percent, and Kauai cane in fifth at 73.2 percent. The Big Island of Hawaii was actually sixth with 72.6 percent occupancy rate.
President and CEO for Hospitality Advisors, Joseph Toy, stated, “In particular, hotel occupancy on Kauai and the Big Island improved significantly against the competitive market during the first quarter, which saw all four Hawaii islands place in the top six destinations for occupancy.”

Association of Southeast Asian Nations to Have 2014 Meeting in Hawaii

United States Secretary of Defense, Chuck Hagel, has invited the defense ministers from the 10 countries in the Association of Southeast Asian Nations to Hawaii for their annual meeting in 2014. In a speech he mad in Singapore, Hagel stated, “I am extending an invitation to ASEAN defense ministers to meet together next year in Hawaii. I believe this first-ever U.S.-hosted meeting of ASEAN defense ministers will provide another opportunity for us to discuss a shared vision for a dynamic, peaceful and secure future for the region.”
The Association of Southeast Asian Nations include Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. United States Senator Brian Schatz commented, “Holding the ASEAN defense ministers’ meeting in Hawaii would showcase Hawaii’s critical role in Asia and the Pacific. Because of its strategic location, Hawaii plays an important part in the United States’ ‘pivot to Asia.” Schatz added by hosting the event in Hawaii it would “provide further proof that Hawaii will continue to be a prime location to host national and international meetings that will bring in revenue for the state.”

Public Utilities Commission Demands Improvement from Hawaiian Electric Companies

The state of Hawaii’s Public Utilities Commission is demanding that the Hawaiian Electric Companies make significant improvements to lower rates and fix poor service. The PUC issued a statement that Hawaiian Electric Companies ratepayers “are growing increasingly frustrated by high electric rates and poor customer service. HECO companies lack a strategic and sustainable business model to address technological changes and increasing customer expectations.” Michael Champley, the PUC Commissioner, added, “The HECO companies need to employ sound business practices focused on customer value. Hawaii should have financially healthy electric utilities; however, attractive financial returns are not a utility entitlement. Instead, excellent utility performance with affordable rates and superior customer service should drive utility financial performance.”
One of the main challenges facing the Hawaiian Electric Companies is their reliance on burning oil to create energy. In 2012, only 14 percent of the electricity came from renewable energy sources.
HECO executive Vice President, Robbie Alm, responded by stating, “We take our responsibilities to our customers very seriously and have worked hard to live up to those responsibilities. We are continuing to make improvements, and we will take a hard look at the PUC’s concerns and look forward to working with them on these issues. With more than 50 percent of electric bills going to pay for fuel costs, we must reduce our dependence on oil to lower long-term energy costs for our customers. That means making the upfront investments in clean energy and strengthening our grids to reliably accept as much clean energy as possible.”
The Hawaiian Electric Companies is the parent of the Hawaiian Electric Company on Oahu, the Maui Electric Company on Maui, Molokai and Lanai, and the Hawaii Electric Light Company on the Big Island of Hawaii.
